Oregon's gambling framework is a combination of tribal casinos and state-controlled gambling. Nine federally recognized tribes operate casinos, including Spirit Mountain Casino near Grand Ronde and Chinook Winds in Lincoln City. The Oregon Lottery operates not just draw games and scratch tickets but also video lottery terminals in licensed establishments across the state. This is state-controlled video gambling, not tribal, and it is widespread.

Sports betting is operated exclusively through the Oregon Lottery's Scoreboard app, which launched in 2019. Rather than licensing commercial operators like DraftKings or FanDuel, Oregon kept sports betting under state control. The app is functional but offers a narrower betting menu and fewer features than commercial competitors in other states.

For residents, gambling is accessible in several forms. Video lottery terminals are in many bars and restaurants. Tribal casinos are within reach from most parts of the state. The Scoreboard app allows mobile sports betting, though serious sports bettors often find it limited compared to what's available across the border in Idaho (which has no sports betting at all) or Nevada. Online casino gambling is not legal through licensed state operators.
