Worth knowing before you move to California

California's 13.3% top income-tax rate applies only to income above roughly $1 million, and Proposition 13 caps property-tax growth at 2% a year for as long as you own the home, so long-time owners pay far less than new buyers on identical houses. Wildfire risk now drives insurance availability in much of the state, and several major carriers have stopped writing new homeowner policies.

What California taxes, and what it doesn't

California levies a graduated income tax that tops out at 13.3%. A household earning $75,000 pays an effective 4.8%, about $3,628 a year; at $150,000 the effective rate is 7.1%. Among the 41 states that tax income, California has the 6th highest effective rate at $100,000 of income.

Property tax runs 0.71% of home value a year, roughly $5,609 on the state's median home of $790K. The national effective rate is about 1.10%, and California has the 19th lowest rate of the 50 states.

Combined state and local sales tax averages 8.82%, the 8th highest in the country (the state portion is 7.25%).

For retirees: Social Security benefits are not taxed, pension income is taxed like wages, and there is no estate or inheritance tax.

Capital gains are taxed as ordinary income.

Housing and the cost of living in California

California's cost of living index is 142, where 100 is the national average; that is the 3rd most expensive of the 50 states.

The median home costs $790K, 160% above the national figure and the 2nd highest among the states. A two-bedroom rents for about $2,300 a month.

Carrying costs matter as much as the price: home insurance averages $2,100 a year, flood coverage adds about $800 where it is needed, car insurance runs $2,290.

Budget $175 a month for electricity and gas, $620 a month in groceries for two, $2,200 a month for full-time infant care.

Safety, health and schools

Violent crime is 499 incidents per 100,000 residents in the FBI's 2023 Crime Data Explorer figures, above the median state (387); California is the 11th most violent of the 50 by that measure. Property crime is 2,027 per 100,000.

Life expectancy is 79.2 years (County Health Rankings 2024). 6.8% of residents have no health insurance, and the state has expanded Medicaid. The Commonwealth Fund's 2023 scorecard ranks California's health system 13th of 50.

Politics, guns and social policy

Politically, California is a solidly Democratic state that went to Harris by 20 points in 2024.

On guns, concealed-carry permits are may-issue, at the discretion of local authorities, and Giffords grades the state's gun laws A.

Abortion is protected by state law. Marijuana is legal for adults. California is not a right-to-work state, and the minimum wage is $16.00 an hour.

Climate, risk and getting around

Natural disaster risk is very high. The main hazards are wildfire, earthquake, drought. Annual average air quality index is 62 (under 50 is good).

California has a major hub airport, with about 200 nonstop destinations from its busiest airport.
