Best Counties for Innovation: Inventor Rate and Tech Workforce Data
By Marcus Webb · July 21, 2026
Not all tech hubs are created equal. Some counties produce patents at rates that dwarf Silicon Valley, while others are quietly building the next generation of tech workforce density. Here is where inventors actually cluster in 2026.
Santa Clara County, California still files more patents per capita than almost anywhere in the country, but it no longer dominates the way it once did. A wave of secondary markets has closed the gap fast, and the tax environment in those places tells a very different story.
Where Inventors Actually Cluster
Patent filing rate per 100,000 residents is the cleanest measure of inventor density. Santa Clara County leads at roughly 892 patents per 100,000 residents (as of late 2025, the most recent USPTO county-level data available). But three other counties now sit above 400: San Mateo, California (481), Middlesex County, New Jersey (447), and Washington County, Oregon (421).
Washington County is the one that should get your attention. It anchors the Portland metro's "Silicon Forest" and houses Intel's largest U.S. campus. Oregon has no sales tax, and its income tax structure, while not flat, does not include the 13.3% top marginal rate that California inventors absorb on equity and licensing income. For a founder or IP-heavy engineer, that difference compounds fast.
Tech Workforce Density Beyond the Obvious Names
Patent rate measures output. Tech workforce share measures ecosystem depth. These are different things, and the best counties for innovation score well on both.
North Carolina's Research Triangle counties offer the clearest case study. As of the 2026 North Carolina State of Technology Industry Report, 27 counties in the state now have more than 6% of their workers in tech jobs, up from 20 counties in the prior report. Wake County (Raleigh) and Durham County together have tech workforce shares above 12%, with median tech wages that are 28% lower than San Jose equivalents. The cost arbitrage attracts companies that want engineers who can buy houses.
Travis County, Texas (Austin) now registers a tech workforce share of approximately 14.1%, making it one of the five densest tech labor markets in the country by that measure. Texas has no state income tax. A senior software engineer earning $195,000 in Austin keeps roughly $22,000 more per year in take-home pay than an identical earner in San Francisco, after accounting for California's state income tax rate of 13.3% on income in that bracket. That math drives relocation decisions at scale, which then deepens the talent pool further.
The Tax Cost of Innovating in the Wrong Place
Patent royalties, stock options, and equity events are all ordinary income or capital gains events at the state level. Where you are domiciled when those events occur determines how much of your innovation payoff you keep.
California taxes long-term capital gains as ordinary income, topping out at 13.3%. Texas, Florida, Nevada, and Washington charge zero. For a founder whose company exits at a $10 million personal gain, the state tax difference between California and Texas is $1.33 million on a single transaction. That number does not include property tax differentials or the effective cost of living premium in Bay Area counties.
Our Capital Gains Tax by State breakdown covers exactly how these rates interact with federal treatment. If you are making location decisions tied to IP monetization or equity events, that post should be your first stop. Similarly, The True Cost of Living in High-Tax States quantifies what high-innovation metros actually cost when you stack housing, taxes, and income together.
The Counties Gaining Ground Fastest in 2026
Four counties outside the traditional top tier are showing the fastest combination of rising patent rates and expanding tech workforce share right now.
Collin County, Texas (Plano/McKinney) has attracted headquarters relocations from Oracle, HP Enterprise, and dozens of mid-market tech firms. Its tech workforce share crossed 11% in 2026 estimates. King County, Washington (Seattle) remains the strongest all-around market outside California, combining Amazon and Microsoft density with no state income tax. Maricopa County, Arizona now counts more than 85 active semiconductor and advanced manufacturing facilities, driven partly by CHIPS Act investment cycles. And Mecklenburg County, North Carolina (Charlotte) is early-stage but growing at a pace that mirrors what Wake County looked like eight years ago.
These markets offer 30 to 45% cost advantages over Bay Area equivalents, a figure consistent with what expansion advisors are citing for 2026 site selection decisions.

Key Takeaways
- Santa Clara County leads U.S. patent filings at roughly 892 per 100,000 residents, but Washington County, Oregon (421) and Wake County, NC now offer comparable innovation density at a fraction of the tax cost.
- A senior tech worker earning $195,000 in Austin keeps approximately $22,000 more annually than the same earner in San Francisco, purely from the absence of California state income tax.
- 27 North Carolina counties now exceed 6% tech workforce share as of the 2026 state industry report, up from 20 counties, signaling one of the fastest-expanding regional ecosystems in the country.
