Texas has minimal legal gambling despite its size. There are no commercial casinos. The state lottery has operated since 1992. Bingo is legal and widely practiced, often through church and charitable organizations. Sports betting legislation has come to the Texas legislature in multiple sessions and been blocked each time, often by conservative legislators and tribal opposition to competitive commercial licensing. Horse racing at Lone Star Park in Grand Prairie and Retama Park in San Antonio continues under pari-mutuel rules.

For residents, legal gambling in Texas is limited primarily to lottery tickets, bingo, and racing. There is no legal sports betting app, no commercial casino accessible within the state for most residents. Oklahoma's WinStar World Casino sits directly on the Texas border north of Dallas and draws enormous Texas traffic. Louisiana casinos draw from East Texas. Texans cross state lines for casino gambling in significant numbers, and that outflow has driven periodic legalization debates that have not yet succeeded.
